Nigeria Federal Government Bans Open Grazing Nationwide to Resolve Farmer-Herder Conflicts

 


In a decisive move to end the protracted and violent clashes between farmers and herders, the Federal Government has officially banned open grazing across Nigeria, classifying it as a capital offense.

The landmark announcement was made by the Minister of Livestock Development, Alhaji Mukhtar Maiha, during the inauguration of the inaugural National Council on Livestock Development in Yola, Adamawa State.

 

A Crisis with Severe Human and Economic Costs

Minister Maiha underscored the devastating toll of the conflict, which has resulted in significant loss of life, widespread displacement, and the destruction of farmlands and livestock.

“Nigerians have been subjected to untold hardships, including the killing of innocent farmers and herders, as a result of open grazing. There is an urgent need to put a stop to this problem,” the Minister stated.

 

Transition to Ranching: A Path to Peace and Prosperity

The government's solution is a full transition from open grazing to modern ranching systems. The minister emphasized that ranching is not only a conflict-prevention measure but also a pathway to a more productive and profitable livestock sector.

“Ranching will not only prevent conflicts but also improve the quality and weight of cattle for better business,” Maiha explained, urging herders to adopt the new model.

He further outlined ambitious economic goals for the sector, revealing that the ministry aims to make livestock development Nigeria's second-largest revenue source after oil. The government projects potential revenues of up to $74 billion within five years, with over $14 billion already generated through existing programs.

 

A Coordinated National Effort

The newly formed National Council on Livestock Development, which brings together directors from all 36 states and the Federal Capital Territory, will be the primary body driving this reform. Its mandate is to oversee policy execution and modernize the nation's livestock industry.

Declaring the council open, Adamawa State Deputy Governor, Professor Kaleptawa Farauta, highlighted the state's significance as a major livestock zone, making it a fitting host for this critical national initiative.
